Vision

As a strong, democratic, and effective public sector labor organization that has united legitimate unions with committed and genuine workers, PGEA envisions a stronger and more collaborative environment for public sector unionism in the Philippines. We believe that only by recognizing workers’ rights can the government enhance its workforce and its performance of civil service.

Guiding Principles

 Democratic Dialogue 
The foundation of leadership is open communication with colleagues, management, and the public alike. In order to drive change, we must be receptive and able to facilitate consensus among stakeholders with varied perspectives.
 Credibility 
Credibility is a matter of track record. Our leaders have had years of public service in their respective agencies, LGUs, and GOCCs so you can rest assured they can understand where you're coming from and how to help.
 Trust 
In public sector unionism, building trust is needed to unite your ranks and secure a seat at the negotiation table with management. Trustworthiness is earned with candor and by following through on what you have set out to do.
 Self-Sustenance 
Self-sustenance is what keeps a labor group independent and on track toward a singular vision. Seeking support when needed help but, at the end of the day, we must be able to rely on ourselves to succeed.
 Competence 
Specialized knowledge, skills, and abilities instrumental in public service also apply to developing and organizing an employee association in the public sector so we regularly consult and hold seminars with fellow public servants.
Effectiveness 
Effectiveness can be measured in the results achieved that are aligned with the targets you have set for yourself as a government employee and for your association as the support system and advocate for your colleagues.
 Solidarity 
In collective bargaining, success is a matter of how well colleagues work together to achieve the common goals that unite everyone. We are one community of diverse public servants. United, we cannot fail.
 Legitimacy 
Legitimate representation is crucial to achieving goals set for improving fellow public servants' welfare and, in turn, public service itself. Government workers helping fellow government workers is how we make change happen.
 Commitment 
Dedication to the public interest means going above and beyond what is required, taking ownership of one’s work, and being passionate about making enough of an impact to make real change happen.
 Respect 
Treating peers with dignity and respect, regardless of their position or background, is the mark of a public servant who understands the value of inclusivity and creating a safe and welcoming environment for all.
 Integrity 
Adhering to ethical standards and doing what is right, even when it is difficult requires honesty, transparency, and accountability. Integrity is essential to upholding the public trust and effectively serving our fellow countrymen.
 Progressiveness 
Being forward-thinking and innovative in public service involves embracing change, seeking out new ideas and perspectives, and continuously improving the way things are done even when the improvements are challenging.

PGEA aims to continue evolving, encouraging, and supporting effective government leaders and unions through organizing, educating, and pioneering economic and political programs that meet the needs of government workers. We have set long-term objectives and specific goals to ensure the continued development of future public servant-leaders who adhere to the same principles and vision.

Mission

 Specific Goals 
  • To build on existing affiliates, resources, and alliances with friendly organizations, both local and international.
     
  • To unite and reach out to a broader membership base, developing committed, selfless, genuine, and capable leaders who can empower fellow public workers.
  • To promote workers’ involvement and participation in different levels of workers’ organizations and representations in government agencies.
 Long-Term Objectives 
With the mission of PGEA in mind, we have formulated 3 basic objectives for every member and for the association as a whole:
 
  1. Unite workers and defend their rights and interests.
     

  2. Protect the welfare of the public through honest, efficient, and responsible public service.
     

  3. Provide development-based programs and services to government employees.
